The DMK-led government introduced its flagship scheme,
“Kalaignar Magalir Urimai Thogai” on the birth anniversary of former Chief
Minister and DMK President C.N. Annadurai on 15th September 2023. Since its
inception, the scheme has faced strong criticism from various sections of society.
From the application process to its implementation, the scheme has frustrated
many people.
In the 2021 assembly elections, the DMK promised in its
manifesto to provide ₹1,000 for every woman if they won. After winning the
elections, they postponed the scheme’s inauguration, citing poor financial
conditions. Following condemnations, the government introduced the scheme for
"eligible" women under norms. The selection criteria were moderately
challenging, leading to strong counters from the opposition. Chief Minister
M.K. Stalin launched the scheme, with political analysts alleging that the move
was aimed at the 2024 Lok Sabha elections.

The application process was fraught with issues. According
to Minister Udhayanidhi Stalin's speech in the assembly on October 10, 2023,
1.6 crore applications were received, and 54 lakhs were rejected based on the
regulated norms. Ultimately, 1,6,52,198 applicants were selected. However, on the
ground, the story was different. Many who were deemed eligible were rejected,
and the trouble extended to receiving the money as well. Some ineligible
persons, according to the scheme norms, received ₹1,000, whereas the eligible
did not. Additionally, some beneficiaries did not receive the amount for the
second month, leading to a loss of hope among many eligible recipients due to
poor responses from officials. The scheme’s implementation has not been without
challenges. Many women have reported difficulties in the application process,
and there have been allegations of corruption and favoritism in the selection
process. However, the government has taken steps to address those issues,
including setting up appeals for applicants and conducting regular helplines to
ensure transparency.
Despite the criticism, the scheme has a significant impact.
According to government data, more than 1.5 million women have benefited from
the scheme, receiving a total of ₹18 billion in financial aid. For the
beneficiaries, ₹1,000 every month has undoubtedly provided financial
assistance. It has improved their savings habit and offered a sense of
security. The scheme has been a lifeline for many women, helping them manage
their finances better. Moreover, it has highlighted the socio-economic welfare
of women. As we mark one year of Kalaignar Magalir Urimai Thogai, it is clear
that the execution has faced challenges, the intent behind the scheme is
commendable. This scheme stands as a testimony to "Pudhumai Penn" and
"Tamil Puthalvan". However, the government must address the issues
and disbursement processes to ensure that the scheme reaches those who need it
the most. Only then can it truly fulfill its promise of empowering women
financially.

Some political observers say that the scheme was designed to
attract women voters after the demise of former Chief Minister and AIADMK
General Secretary J. Jayalalithaa. The DMK faced the 2024 polls after the
scheme's implementation. Although the party won all 40 constituencies, it is
difficult to conclude the voters psychology, as they may have voted with a
nationwide perspective. It remains to be seen whether the scheme will influence
women's votes for the DMK in the 2026 assembly elections.
